This contract specifies the procurement of two wet-charged, maintenance-free lead-acid batteries under the NSN 6140-01-031-6877, conforming to SAE J537 dated June 1994 and the military specification A-A-55439A with part number A-A-55439-5-27-550-F. The batteries must have a minimum reserve capacity of 140 minutes and are classified as corrosive under DOT regulations. All items must comply with stringent packaging standards including MIL-STD-2073-1E and MIL-STD-129 for marking, with special shelf-life labeling as Type I (Code F) and a non-extendable shelf life of six months. The batteries must be furnished with MSDS/PSDS documentation and fully marked in accordance with MIL-STD-130N. Mercury or mercury-containing compounds are strictly prohibited except where functionally essential, such as in the batteries themselves, with additional containment requirements for portable devices containing mercury as per NAVSEA 5100-003D. Inspection and acceptance occur at destination, with zero tolerance for non-conformances under sampling requirements aligned with MIL-STD-1916 or an equivalent zero-based plan, and unspecified attributes treated as major. Full competition applies, and the contract is Firm Fixed Price with no variance allowed in quantity. Delivery is due 140 days after award, with freight addressed to Ogden, Utah, using traceable shipping methods only and prohibiting parcel post. The batteries are designated as a critical application item and must adhere to all applicable technical, quality, and hazardous material handling requirements referenced in the DLA Master List.
