AI Contract Overview
The contract under solicitation SPE7L7-26-T-4391 is for the procurement of six units of calcium maintenance-free storage batteries, Type I, with a non-extendable 12-month shelf life, to be delivered FOB destination to Camp Pendleton, California. The item, identified by NSN 6140-01-717-8541 and part number 11U1L from East Penn Manufacturing Co., must comply strictly with DLA’s technical and quality requirements as defined in the DLA Master List, including adherence to MIL-STD-1916 for sampling inspections and zero non-conformances expected unless otherwise stated. Acceptance occurs at the point of delivery, with inspection and verification conducted by the government. Packaging must conform to MIL-STD-2073-1E and DLA’s RP001 packaging standards, with labeling and marking required per MIL-STD-129, including barcodes and no special marking code. The batteries are commercial off-the-shelf items with adequate catalog data available for evaluation, and mercury or mercury-containing compounds are prohibited except for functional use within the batteries themselves, as outlined in NAVSEA guidelines. Hazard communication standards apply, and the use of hexavalent chromium is explicitly forbidden. The contract is fixed-price with a total value of $36.00, and delivery is required within 20 days of order placement with no quantity variance allowed. The contractor must use traceable shipping methods and cannot use parcel post. Electronic invoicing is mandatory through WAWF, and compliance with export control regulations, safeguarding of contractor information systems, and small business representations — including potential socioeconomic status declarations — are required. The contract includes clauses on changes, inspection, default, and unauthorized obligations, with deviations applied to several FAR clauses. All submissions must be made electronically through the DIBBS portal, and no paper or alternative submission methods are permitted.
