AI Contract Overview
This contract is for the procurement of 157 nonspillable gel-type battery storage units designated as AGM-1265T and 23074879, manufactured by Concorde Battery Corporation and Rolls-Royce Marine North America Inc. with NSN 6140-01-487-4130. The batteries are classified as critical application items with a Type II shelf life of 24 months, extendable as per regulatory requirements. All units must comply with stringent packaging standards per MIL-STD-2073-1E and MIL-STD-129, including proper marking for shelf life and hazardous material handling. The contract prohibits intentional addition of mercury or mercury-containing compounds except where functionally essential, such as in batteries, and mandates shockproof containment with secondary boundaries for any portable devices containing mercury. Sampling and inspection follow MIL-STD-1916 or comparable zero-based plans with zero non-conformances required unless otherwise specified. The batteries must meet 49 CFR §173.159(f) and 173.159a(d)(1) nonspillable criteria, requiring secure packaging, terminal protection, and durable nonspillable labeling to qualify for hazardous material shipping exemptions. Delivery is FOB destination, with a 70-day delivery window requiring shipment by October 6, 2026, for arrival by October 7, 2026. All shipments must adhere to DLA packaging and transportation directives, including DLA Procurement Notes C19 and C20, and be delivered to the DDSP New Cumberland Facility in Pennsylvania. The solicitation is a total small business set-aside under NAICS code 335910, with technical and quality requirements tied to the DLA Master List, and all documentation must align with federal hazardous materials regulations and defense supply chain protocols.
