Solicitation # W519TC27QA007
Solicitation W519TC27QA007, issued by the Army Contracting Command - Rock Island, seeks an ISO 17025 accredited vendor to provide annual inspection, calibration, and lapping repair for granite surface plates at the Rock Island Arsenal Joint Manufacturing and Technology Center. The requirement is structured as a firm-fixed-price contract consisting of a base year from February 2, 2027, to February 1, 2028, with four subsequent option years, for a total potential duration of five years and six months. Solicitation # 140G0226Q0145
Solicitation 140G0226Q0145 is a firm-fixed-price Blanket Purchase Agreement (BPA) issued by the USGS OAG Denver Acquisition Branch to provide next-generation sequencing (NGS) services for the Upper Midwest Water Science Center’s Michigan Bacteriological Research Laboratory. The scope of work includes shotgun metagenomics, whole genome sequencing (WGS), and RNA-sequencing (RNA-seq) to support research on bacterial pathogens, antibiotic resistance, and microbial ecology. The contract utilizes technologies such as Illumina, AVITI, Oxford Nanopore, and PacBio. The BPA has a total not-to-exceed value of $300,000.00 and a five-year period of performance from September 28, 2026, to September 27, 2031, with specific performance periods defined by individual call orders. This opportunity is set aside for Women-Owned Small Businesses (WOSB) and Economically Disadvantaged Women-Owned Small Businesses (EDWOSB). Award decisions are based on the most advantageous offer, where non-priced technical factors—specifically past performance, key personnel qualifications, and the capability to provide the required sequencing deliverables—are significantly more important than cost. Deliverables must meet strict quality standards, including a 75% quality score over 30 per sequencing run, and be delivered via secure FTP or external hard drive with comprehensive technical metadata. Payments are processed electronically through the Treasury’s Invoice Processing Platform (IPP), and the place of performance is located in Lansing, Michigan.

AI Contract Overview

The contract involves a five-year agreement for pinpoint testing services awarded by the Utah Division of Purchasing, with an estimated value between $500,000 and $2,000,000. The procurement process is non-competitive, justified under state law due to the existence of only one source for the required item, significant transitional costs, or impracticality of standard procurement. The notice emphasizes transparency by inviting other vendors to challenge the sole source determination within a specified public notice period, providing detailed documentation to demonstrate the availability of comparable or better alternatives. Vendors wishing to contest must submit their challenges through the Division of Purchasing, including explanations, proof of capability, and cost comparisons if transitional costs are cited. Confidentiality claims are permitted but require both redacted and non-redacted proposal versions, with the division not responsible for redacting documents on behalf of vendors. The contract stipulates compliance with Utah law, notably the anti-boycott certification under Utah Code 63G-27, requiring contractors to certify they are not engaged in boycotts against the State of Israel or related sectors, and to notify the state if they engage in such activities during the contract term. Additional legislative appropriations may be added if provided. The documents do not specify detailed technical specifications, delivery schedules, inspection procedures, or contractual administration details such as payment offices or key personnel. The procurement is structured as a sole source award, with the process centered on the justification for non-competition and the opportunity for public challenge, rather than traditional evaluation criteria or competitive bidding procedures.

NOTICE OF INTENT TO AWARD A CONTRACT WITHOUT ENGAGING IN A STANDARD PROCUREMENT PROCESS The Division of Purchasing is publishing this notice pursuant to the Utah Procurement Code. The Conducting Procurement Unit submitted this form to the Division of Purchasing claiming that it intends to award a contract without competition if it is determined by the Division of Purchasing, in writing, that:
there is only one source for the procurement item; transitional costs are a significant consideration in selecting a procurement item; or the award of a contract is under circumstances, described in rules adopted by the applicable rulemaking authority, that make awarding the contract through a standard procurement process impractical and not in the best interest of the procurement unit.
In the Files section the Conducting Procurement Unit has identified its justification for wanting to award a contract without engaging in standard procurement process. You MUST read all of the documentation in the Files.
