BC EFN Framework Development Continuation of Support

The Ministry of Water, Land and Resource Stewardship for the Province of British Columbia is seeking specialized environmental flow needs expertise to support the continued development of the British Columbia EFN Assessment Framework. The scope of work involves integrating hydrologic, hydraulic, geomorphic, ecological, and biological data to evaluate flow-ecosystem relationships and translate this interdisciplinary science into scientifically defensible provincial guidance. Key deliverables include technical reporting, revisions to the draft framework, and the documentation of engagement outcomes from workshops with government, academics, and First Nations. The Province is contemplating a direct award to GeoProcess Research Associates for a total value not to exceed 25,000 dollars, exclusive of taxes. All required reporting, expert coordination, and engagement activities must be completed by March 31, 2027. While a direct award is planned, other parties may submit a challenge via BC Bid or email by November 2, 2026. To be considered, challengers must demonstrate immediate capacity, a multidisciplinary team with First Nations engagement experience, and a deep understanding of the existing EFN Assessment Framework to ensure project momentum and technical consistency.
