This procurement is for the transition of Build Canada Homes (BCH) from a Special Operating Agency to a Crown Corporation, executed by Housing, Infrastructure and Communities Canada on behalf of BCH. The process follows a two-step approach, with Step 1 having issued a Letter of Intent to seven pre-qualified Supply Arrangement Holders under TSPS E60ZT-16TSSB/E, all of whom are eligible to respond and none of whom may be added to this list. Four separate contracts will be awarded, each with a six-month base period and two irrevocable three-month option periods, allowing for a potential total performance duration of 12 months per contract. Performance is required in the National Capital Region, and all proposals must be submitted electronically through the Centralized Professional Services System by the April 27, 2026 deadline. The contracts fall under the Task and Solutions-Based Professional Services framework and require compliance with the Common PS SRCL #19, mandating at least a Secret security clearance for corporate and resource personnel, although bidders need not hold the clearance at submission. The procurement is subject to multiple trade agreements including CETA, CPTPP, and WTO-AGP, and all contractual obligations are governed by the Government of Canada’s Contract Security Program. No specific deliverables, performance metrics, or pricing information are provided, and while evaluation factors are not detailed, the structure suggests a trade-off approach rather than lowest price technically acceptable. No key personnel requirements, invoice procedures, payment office details, or accounting codes are specified in the available information. The contracting authority is Jennifer Hendricks, with all inquiries directed to procurement-approvisionnement@infc.gc.ca, and no point of contact is provided for technical or contracting officer representative roles.
