AI Contract Overview
The State of Utah Division of Purchasing, in coordination with the Division of Wildlife Resources, is soliciting bids for hand-cut and pile wildfire fuels reduction services across 749 acres in Big Cottonwood Canyon, with all work required to be completed by November 30, 2026. Participation is restricted exclusively to contractors prequalified on the current Vendor list; submissions from non-prequalified entities will be rejected. A mandatory in-person site visit at the Days Fork Trailhead on August 5, 2026, at 10:00 a.m. is required for all bidders, with attendance by an authorized representative being non-negotiable—failure to attend or leaving early will result in disqualification, and phone use is limited to taking photographs only. Contractors must arrive in a four-wheel-drive vehicle due to terrain conditions. The solicitation follows an Invitation for Bids (IFB) structure on a Firm-Fixed-Price basis and anticipates award to the lowest responsive and responsible bidder based on a Lowest Price Technically Acceptable (LPTA) evaluation method. Evaluation is weighted heavily toward Quality of Product or Service and Timeliness of Performance, each multiplied by eight, with Contract Management weighted at four, assessed using a five-point adjectival rating scale. Performance must meet state and federal standards including FedRAMP/GovRAMP authorization timelines, with the vendor required to achieve Core, Ready, or Authorized status within 12, 18, or 24 months respectively and provision continuous monitoring access within two weeks of intent to award. Vendor personnel must pass background checks, and no subcontractor or employee may access sensitive areas without authorization. All cloud services must be hosted exclusively within State of Utah DTS-managed environments (AWS, GCP, Azure), and vendors must exclude hosting costs from their pricing. Bids must include both redacted and non-redacted versions, comply with anti-boycott provisions under UCA 63G-27, and certify no use of forced labor or products from restricted foreign entities under UCA 63G-6a-121. The contract is governed solely by state procurement rules, and any vendor-added terms are void. Proposals must be submitted electronically via U3P by the August 13, 2026 deadline, and pricing must remain guaranteed through project completion. Inspection and acceptance occur at the project site upon final work completion, with no specified invoicing system or payment office details provided. All
