AI Contract Overview
This contract involves the procurement of annular ball bearings, specifically requiring that these bearings be manufactured in the United States, its outlying areas, or Canada. For each ball or roller bearing, more than 50% of the cost of the bearing components—including rolling elements, retainers, inner and outer races—must originate from these locations, adhering to DFARS clause 252.225-7016. Contractors must submit a signed declaration addressing the domestic or foreign nature of their materials and comply with restrictions on non-domestic bearings, with potential cancellation or hold of the solicitation if these sourcing requirements are unmet unless a waiver is approved. The procurement encompasses 833 units with a delivery schedule of 164 days after the award. Additional stipulations include compliance with cybersecurity maturity certification requirements, specifically CMMC Level 2 standards, and incorporation of specified technical and quality requirements from the Defense Logistics Agency’s master list. Export controls govern the technical data associated with the bearings, requiring authorization under ITAR or EAR regulations for disclosure to foreign persons. Distribution of export-controlled data is limited to contractors with specific certifications and training approvals. Inspection and acceptance will occur at origin, and item unique identification is not mandated by the customer’s request. The contract is managed under the Department of Defense, with performance at Hill Air Force Base and primary contact provided for support.
