This contract is for the procurement of 72 annular ball bearings with part number 12267710 and NSN 3110-01-096-3805, issued under solicitation SPE4A6-26-T-10AS by the Department of Defense’s ASC Commodities Division. The bearings must be manufactured solely in the United States, its outlying areas, or Canada, with over 50% of the total cost of all components—rolling elements, retainer, inner race, and outer race—originating from these regions, as mandated by DFARS clause 252.225-7016. Contractors are required to submit a formal declaration regarding the domestic or foreign nature of the materials supplied, available via the DLA foreign bearing website, and failure to provide this documentation may disqualify the quote. The bearing must conform to the U.S. Army Tank Automotive Command drawing number 12267710, Revision L dated May 13, 1994, and only suppliers with access to the limited rights data or traceability to the approved source, SKF USA Inc. All supplies must meet stringent quality, packaging, and inspection standards, including compliance with MIL-STD-2073-1E for packaging, MIL-STD-129 for marking, and MIL-DTL-197M for preservation methods, which require appropriate lubricants and protective measures determined by bearing type and closure. Sampling and inspection must follow MIL-STD-1916 or ASQ H1331 with zero non-conformances required unless otherwise specified, and critical attributes are assigned verification levels VII, IV, and II. The item is source controlled and flagged as a critical application, requiring compliance with ISO 9001:2015 quality requirements and CMMC Level 2 cybersecurity self-assessment. Delivery is FOB origin within 94 days, and the contract includes no quantity variance allowance. The offeror must also submit a Source Approval Request package if seeking to become an approved source, and the solicitation may be canceled if no compliant offerings are received.
