The contract involves the procurement of roller rod-end bearings identified by NSN 3110-00-516-2415, with part number 12NBK1830YZP or SAE AS24464-12 accepted. These bearings are configuration-controlled by The Boeing Company and sourced from approved manufacturers including ALTA Precision Inc., TECT Aerospace Inc., Héroux-Devtek Inc., CM Manufacturing Inc., Canadian Commercial Corp., Apex Manufacturing Company Inc., and Airtronics Inc. Inspection and acceptance occur both at the origin and destination points for production units and government first article testing. Delivery is requested at 534 days after receipt of order (DARO), with government evaluation expected within 120 days post first article testing approval. The contract mandates adherence to MIL-DTL-197L for preservation, packaging, packing, and marking, while export control, government first article testing, and higher-level quality and assurance requirements are critical due to the bearing’s use in the Stratolifter C/KC-135 aircraft application, although it is not designated a Critical Safety Item. The procurement will be handled through a total small business set-aside under NAICS code 332991, utilizing a long-term indefinite quantity contract with one base year and four option years, each lasting 12 months. The guaranteed minimum quantity for orders is 25 bearings with an estimated annual demand of 102 units; order quantities will vary between 25 and 51 units per delivery. The solicitation will be unrestricted with other than full and open competition, incorporating a reverse auction clause and requiring a subcontracting plan. Award selection will consider price, past performance, and other defined factors. The request for proposal was scheduled for release on July 30, 2014, and will be accessible on the DIBBS website in PDF format; paper copies are not available. The contract points of contact include the contracting officer DeVora J. Seymore and supervisor Michael H. Whaley.
