Solicitation SPE4A6-26-Q-1395 is a fixed-price request for quotations issued by the DLA Aviation ASC Commodities Division for the procurement of one sleeve bearing, identified by NSN 3120-01-451-3745. The government intends to award the contract based on best value, evaluating cost or price alongside non-price factors such as past performance, SPRS assessments, and the ability to meet the requested delivery schedule of 168 days after order. Delivery is specified as FOB Destination to the Navimac Seawolf facility in Silverdale, Washington. The contract mandates strict quality and technical compliance, requiring the item to conform to the cited drawing and part number. Sampling must follow MIL-STD-1916, ASQ H1331, or a comparable zero-based sampling plan, with specific verification levels and acceptance quality levels assigned to critical, major, and minor attributes. Inspection and acceptance are both conducted at the origin. Additionally, the contractor must adhere to DLA packaging requirements and MIL-STD-129 for marking and labeling, though item unique identification is not required. Significant regulatory and security requirements are integrated into this procurement. The contractor must comply with CMMC Level 2 certification and DFARS 252.204-7012 for safeguarding covered defense information. Because the item contains technical data subject to ITAR or EAR export controls, the contractor must be approved by the DLA controlling authority and hold a US/Canada Joint Certification Program certification. Invoicing and receiving reports must be processed electronically through the Wide Area WorkFlow system.
