The solicitation involves the procurement of three distinct bearing assemblies for the U.S. Coast Guard, specifically strut and stern tube bearings manufactured to military specifications, with modifications made by the Coast Guard to certain design features such as increased shell outside diameter and elimination of bolt holes. These bearings are characterized by synthetic rubber facings, cast non-ferrous metal shells, and precise dimensional requirements, with detailed packaging, marking, and shipping instructions emphasizing military standards (MIL-STD-2073, MIL-STD-129, ASTM D3951-98). The contract emphasizes conformance inspection, individual packaging in plywood containers reinforced with steel straps, and specific marking protocols, including barcoding and hazard markings when applicable. The delivery is FOB destination to Baltimore, MD, with a requirement for a seven-day advance notice prior to government inspection. The procurement is set as a firm fixed-price, small business set-aside under NAICS code 333998, with award based on the lowest price that meets the technical specifications. The solicitation is a combined synopsis/solicitation under FAR Subpart 12.6, with no formal written solicitation issued, and offers are due by December 10, 2025. Offerors must be registered in SAM.gov, possess valid DUNS and CAGE codes, and submit comprehensive data packages including drawings and qualifications to demonstrate compliance with the referenced military standards. The contract incorporates numerous FAR clauses covering ethics, cybersecurity, labor standards, prohibitions on certain foreign and hazardous materials, and compliance with applicable regulations, with specific emphasis on packaging, marking, and quality assurance procedures. While evaluation criteria are not explicitly detailed, the award will be made on a lowest price technically acceptable basis, considering the responsible offeror whose proposal best conforms to the specifications and regulatory requirements.
