The California Department of Fish and Wildlife (CDFW) has amended Lake and Streambed Alteration Agreement (EPIMS-YOL-42606-R3), pursuant to Fish and Game Code section 1602, the project Applicant, City of West Sacramento. The amendment allows for the Permittee to request week-to-week extensions to the in-water concrete work limit and receive CDFW approval of the request in writing. The Project is limited to the implementation of ecosystem, water quality, and recreational improvements at Bees Lakes and the surrounding habitats. This includes the enhancement and expansion of approximately 2.21 acres of riparian woodland habitat; removal of invasive plant species; improvement of water quality within the two lakes through the installation of floating wetlands/streambeds and aeration lines; installation of electricity infrastructure (junction boxes, electrical supply line) to power aeration lines; installation of a storm drain; and construction of recreational amenities. Phase 1 of the Project would result in temporary impacts to 0.02 acres of open water habitat, and 0.58 acres of permanent impacts to valley foothill habitat; Phase 2 of the Project would result in temporary impacts to 0.03 acres of open water habitat, and 0.57 acres of permanent impacts to valley foothill riparian habitat. Lastly, vegetation clearing and grubbing will be performed to facilitate installation of Project components.

Brar Farms Residential Development Project
Solicitation # 2025090414
The Brar Farms Residential Development Project involves the subdivision of an approximately 60-acre property located at 3425 Marshall Road in West Sacramento, California, to create 259 single-family residential lots and 15 open space lots. The development plan allocates 34.78 acres for residential use, featuring a variety of lot sizes ranging from 5,000 to 14,800 square feet, and 6.65 acres for open space, including a Central Park, a parklet, and landscaped buffers. A key infrastructure component is a 4.02-acre detention basin designed to function as a recreational field during dry seasons. To facilitate this project, the City of West Sacramento requires amendments to the General Plan, the Southport Framework Plan, and the Zoning Map to rezone the site from Rural Estate to Residential One Family, allowing a maximum density of 6.0 dwelling units per acre. The project is subject to extensive environmental review under the California Environmental Quality Act, with a Draft Environmental Impact Report identifying significant impacts in transportation, hydrology, and water quality. Technical assessments have been conducted regarding sewer and water capacity, geotechnical stability, and noise and vibration. Specific regulatory requirements include compliance with the Americans with Disabilities Act, the Yolo Habitat Conservation Plan, and CalGEM guidelines for the management of abandoned oil and gas wells on site. Additionally, the project must adhere to strict protocols for the protection of tribal cultural resources and the handling of human remains in coordination with the Native American Heritage Commission and the Yolo County Coroner.
