Solicitation SPE4A5-27-T-2031 is a federal procurement issued by the Defense Logistics Agency (DLA) Weapons Support ASC Supplier Oper OEM Division for the supply of 12 Bell Crank components, identified by NSN 1680-00-172-2654. The contract is established as FOB Origin, with both inspection and acceptance occurring at the origin. The required delivery date is July 27, 2027, with a need ship date of October 8, 2026. A critical quality requirement includes the delivery of two units for first article tests within 120 calendar days of the contract award. The procurement is subject to stringent technical and quality standards, requiring manufacturers to comply with ISO 9001:2015. Sampling must follow MIL-STD-1916 or ASQ H1331, with a zero-nonconformance requirement for acceptance. Packaging and marking must adhere to ASTM D3951 and MIL-STD-129, while palletization must follow DLA requirement RP001. Administrative requirements include the use of the Wide Area WorkFlow (WAWF) system for all invoicing and payment requests. The solicitation incorporates several critical FAR and DFARS clauses, including CMMC Level 2 certification, safeguarding of covered defense information, and prohibitions on covered defense telecommunications equipment. Additionally, the contract provides a price evaluation preference for HUBZone small business concerns and requires compliance with the Buy American Act and Berry Amendment. Quotations must be submitted via DIBBS by November 5, 2026.
