SECTION 00100 ADVERTISEMENT FOR BIDS     Parish Project No.       21-11-11-B                              Bellevue Pump Station Rehabilitation                                                                                     Hurricane Ida Repairs                                                                                     Belle Chasse, Louisiana     Plaquemines Parish Engineering and Public Works (herein referred to as the "Owner") by virtue and in conformity with the provisions of Act 70 of the 1946 Regular Session of the Louisiana Revised Statutes of 1950, as amended, and other applicable laws, sealed bids marked “Sealed Bid – Parish of Plaquemines, Bellevue Pump Station Rehabilitation Hurricane Ida Repairs – Parish Project No. 21-11-11-B”  will be received by the Owner for the construction of the project described as follows:  The project includes mechanical, architectural, and electrical rehabilitation to a flood control pump station in Belle Chasse, Louisiana.   Proposals shall be addressed to the Parish of Plaquemines and delivered to the Plaquemines Parish Engineering Office located at 333 F. Edward Hebert Blvd., Building 500, Belle Chasse, LA 70037 not later than 10:00 a.m., on the 11th day of August 2026. “Sealed Bid – Parish of Plaquemines – Bellevue Pump Station Rehabilitation Hurricane Ida Repairs – Parish Project No. 21-11-11-B”.  Any bid received after the specified time and date will not be considered.  The sealed bids will be publicly opened and read aloud at 10:00 a.m. on the 11th day of August 2026, in the Conference Room at the Plaquemines Parish Engineering Office located at 333 F. Edward Hebert Blvd., Building 500, Belle Chasse, Louisiana 70037.     The Information for Bidders, Bid Form, Form of Contract, Plans, Specifications, and Forms of Bid Bond, Performance Bond and Payment Bond, and other contract documents may be examined at the Plaquemines Parish Engineering Office, located at 333 F Edward Hebert Blvd, Building 500, Belle Chase, LA 70037.  A complete set of electronic Contract Documents may be secured from Principal Engineering, Inc., located at 128 Northpark Blvd., Covington, LA (ph. 985-624-5002) through bids@pi-aec.com, at no cost.   Bids for this project may be submitted online at www.centralauctionhouse.com.  Pursuant to Louisiana Revised Statutes 38:2212 (A)(1)(F) and 38:2212 (B)(4) vendors/contractors now have the option to submit their bids and bid bonds electronically. If you need help registering or with completing an e‐bid, please call 833‐412‐5717.   Contractors submitting bids shall be licensed under LA R.S. 37:2150-2164 with at least one of the following classifications: Municipal and Public Works Construction; Heavy Construction; Installation of Equipment, Machinery, and Engines. Validation of the Contractor’s license and classifications will be made prior to the release of bid documents. The bidder shall show his license number on the bid and on the sealed envelope submitting the bid. Failure to display a valid license number shall result in the automatic rejection of the bid in accordance with R.S. 38:2212(B)(1).   The Owner reserves the right to reject any and all bids for just cause; such actions will be in accordance with Title 38 of the Louisiana Revised Statutes.   In accordance with R.S. 38:2212 (B)(1), the provisions and requirements stated in the Advertisement for Bids and those required on the Bid Form shall not be considered as informalities and shall not be waived.   In accordance with LA R.S. 38:2214.C, bidders may withdraw bids prior to bids being opened.   Each Bidder must deposit with his/her bid, security in the amount of at least five percent (5%) of the total bid price, provided on the specified form and subject to the conditions provided in the Information for Bidders.  Sureties used for obtaining bonds must appear as acceptable on the U. S. Department of Treasury Circular 570.   No bidder may withdraw his/her bid within forty-five (45) days after the actual date of the opening thereof.   A pre-bid meeting will be conducted at 10:00 a.m. on the 30th day of July 2026, in the Conference Room at the Plaquemines Parish Engineering Office located at 333 F.
