The U.S. Food and Drug Administration’s Center for Devices and Radiological Health, Office of Science and Engineering Laboratories, is soliciting a high-precision benchtop spectroradiometer system under a combined synopsis and solicitation for commercial products, issued as Request for Quotations CDRH-OSEL-26-C-D718. The required system includes a benchtop spectroradiometer with a wavelength range of at least 380–780 nm, a back-thinned cooled CCD sensor with no fewer than 512 elements, spectral bandwidth under 5 nm, wavelength accuracy under 0.5 nm, luminance accuracy within ±3%, color accuracy (x,y) below ±0.002, and variable internal apertures of 2°, 1°, and 0.1–0.25°, along with flexible measurement probes at least 4 feet long with a 0.125-inch tip for luminance and radiance readings, and a fully documented Software Development Kit compatible with Windows 10 or later that provides command-line control via Python and MATLAB, enables measurement control and analysis, and exports raw data to Excel or ASCII formats. All equipment must be new, non-refurbished, factory-calibrated prior to delivery with a certification document, and accompanied by a minimum one-year warranty, with recalibration support available either on-site at the FDA facility or at the vendor’s location. The acquisition is unrestricted, open to full and open competition under FAR Parts 12 and 13, with North American Industry Classification System code 423450 and a size standard of 200 employees. Award will be made on a Lowest-Priced Technically Acceptable basis, with technical acceptability determined by a point-by-point demonstration of conformance to all salient characteristics in the Statement of Work supported by vendor literature, followed by delivery within 60 days of award to the destination in Silver Spring, Maryland under FOB Destination terms. Price evaluation will be applied only after technical and delivery compliance are confirmed, with the lowest-priced acceptable offer selected. Quotes must be submitted electronically by July 29, 2026, to james.jenretteiii@fda.hhs.gov, and must include itemized firm-fixed pricing for CLINs 0001–0003, UEI and CAGE codes, business size certification, active SAM.gov registration confirmation, warranty and recalibration details

Full Description
AMENDMENT 0001, issued August 7, 2026: This notice has been amended to publish the Government's answers to five questions received from prospective quoters, to reopen the question period, and to extend the response date. Vendor questions are now due August 12, 2026, 12:00 PM ET. Quotations are now due August 17, 2026, 12:00 PM ET. Two of the answers materially clarify the scope of the requirement and prospective quoters should read them before deciding whether to quote: the 0.125 inch dimensional limit applies only to the fiber probe and not to the imaging optic, and item 0003 may be satisfied either by a conventional software development kit or by a documented plain-text command interface with complete and clear documentation. See the attached document "Amendment 0001" for the full questions and answers. Quotations previously submitted remain under consideration and may be revised until the new closing date. All other terms, conditions, and requirements remain unchanged.
This is a combined synopsis/solicitation for commercial products prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. Full salient characteristics are in the attached Statement of Work. Equipment shall be new and non-refurbished, calibrated prior to delivery with certificate, with a minimum 1-year warranty.
This acquisition is unrestricted (full and open competition) under FAR Parts 12 and 13; NAICS 423450 (size standard 200 employees); PSC 6650.
