Solicitation # RFP-VC-26-006
Hagerty Consulting, Inc. is seeking a Disadvantaged Business Enterprise (DBE) subcontractor to support an engagement with the Inland Empire Utilities Agency (IEUA) in California. The project focuses on enhancing the agency's operational resilience framework through the development and review of a Business Impact Analysis (BIA), Disaster Recovery Plan (DRP), and Business Continuity Plan (BCP), as well as the creation of recovery playbooks. The scope of work includes participating in client workshops, conducting assessments, and facilitating in-person tabletop exercises to identify response gaps. Preferred subcontractors will possess expertise in IT/OT resilience and experience within the water/wastewater or critical infrastructure sectors. The engagement is funded by the Environmental Protection Agency (EPA) and requires strict adherence to FEMA Continuity Guidance, CISA, and NIST standards. The initial contract term is three years with an option to extend. Award criteria emphasize a proven track record, requiring at least two similar projects completed within the utility sector over the last five years, as well as relevant certifications such as CBCP. Because this is a prevailing wage contract subject to the California Labor Code, consultants must be registered with the Department of Industrial Relations. Additionally, all subaward recipients must maintain active SAM.gov registration and provide a Unique Entity Identifier (UEI). Proposals are due electronically via PlanetBids by November 17, 2026.

The U.S. Nuclear Regulatory Commission intends to establish a sole source contract with Bersin & Associates to provide a specialized subscription service focused on learning, development, and talent management. This engagement will grant the Office of Innovations and Solutions access to a comprehensive library of content, including newsletters, studies, webinars, and advisory services. The NRC has identified Bersin & Associates as the industry standard and the only supplier capable of meeting these specific needs due to their exclusive focus on learning and development. The contract is proposed for an initial one-year period of performance, with two optional one-year extensions. Under the authority of FAR 6.302-1, the government intends to negotiate with this single source unless other interested parties can provide clear and convincing evidence of their technical capability to perform the required services. Responses demonstrating such capabilities must be submitted to the designated Contract Specialist by the specified deadline for the government to determine if a competitive procurement is advantageous.

The U. S. Nuclear Regulatory Commission (NRC) intends to enter into a sole source contract with Bersin & Associates, Oakland, CA, to assist in addressing issues related to learning and development, and talent management. This subscription service provides access to their library content, newsletters, studies, webinars, and advisory time that is only directed toward Enterprise Learning and Talent Management. Bersin & Associates represent the industry standard in Learning and Development and Talent Management; providing advisory services and access to blended learning, content development, analytics, and leadership development. The products and services of Bersin & Associates are more closely aligned with and are better suited for the needs of the Office of Innovations and Solutions. To our knowledge, they are the only supplier of this specific service. While other vendors do research, they do not focus on just one area of expertise, Learning and Development. The proposed period of performance is one year from the date of award, with the option to extend the period of performance for two additional one-year optional periods. Responses to this notice of intent will not be honored unless the respondent provides evidence showing their capability to perform the required services. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. A determination not to compete this requirement based on response to this notice is solely within the discretion of the Contracting Officer. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any response must show clear and convincing evidence that competition would be advantageous to the Government. In doing so, interested parties must submit technical capabilities and any other information that demonstrates their ability to meet the NRC's needs to Twana Ellis, Contract Specialist, by e-mail at Twana.Ellis@nrc.gov or mail at 11555 Rockville Pike, Mail Stop TWB-01-B10M, Rockville MD 20852, or fax to (301)492-3639 not later than August 25, 2009, 10:00 AM Eastern Standard Time (EST). Telephone requests will not be honored.
