The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) is soliciting bids for the procurement of Closure Protective Covers (CPCs) under solicitation N6660426Q0288. This is a Firm Fixed Price (FFP) contract with a maximum funding limit of $197,000.00. Originally a small business set-aside, the requirement was changed via Amendment 0002 to full and open competition. The project falls under NAICS code 332313 for Plate Work Manufacturing and requires all products to be manufactured in accordance with Government Drawings, specifically the JCM-14865 REV M drawing package. Delivery is required FOB Destination to Newport, Rhode Island. Award will be made using the Lowest Price Technically Acceptable (LPTA) basis. The government will prioritize the technically acceptable vendor proposing the greatest quantity of units within the $197,000.00 budget, with the lowest total price serving as the tie-breaker. To be deemed technically acceptable, offerors must provide completed pricing documentation, maintain an active CMMC Level 2 (Self) or higher assessment in SPRS, and provide specific welding qualifications approved by a NAVSEA-authorized representative. Required deliverables include a First Article (CLIN 0001), production units (CLIN 0002), and a Certificate of Compliance documenting material validations and test documentation. Payment is preferred via Government Purchase Card, with Wide Area Workflow (WAWF) as an alternative.

Full Description

NASA and the Department of Energy are preparing a demonstration of system-level technology for a small space nuclear reactor. The ground demonstration at the DOE Nevada Nuclear Security Site will require a neutron reflector made of Beryllium Oxide (BeO). NASA has designed the reflector and provided drawings for the BeO pieces that will be stacked by the demonstration team to make the reflector. The proposer's responsibility is to fabricate and machine the BeO parts to the NASA specifications. NASA GRC received multiple proposals that were technically acceptable. In the RFP, GRC specified that selection would be made based on the cumulative price to purchase all of the components in a single transaction. The cumulative proposal price for Materion is $934,123.35. Because this is a lowest price technically acceptable commercial contract, GRC will award to Materion for having the lowest cumulative total as per the solicitation NNC16569423Q.
