Bethel Church of Redding Collyer Drive Campus Planned Development (PD-2015-00304)

The City of Redding and the California Department of Fish and Wildlife have authorized the Twin Tower Water Line project, identified as EPIMS SHA-65556-R1, for Bethel Church. The project involves extending a 16-inch diameter water line for 2,055 feet along Twin Tower Drive, starting at the intersection of Hollow Lane and ending near Hendrika Way. Key infrastructure components include the installation of a gravel access road across three sections totaling 1,600 feet and the placement of a 12-foot-wide corridor of rock slope protection where the line crosses two intermittent streams. To address environmental impacts, the project includes the removal of approximately 15 trees and incidental vegetation trimming. Permanent impacts to intermittent streams, totaling 0.021 acres, are being mitigated through the purchase of credits from the Stillwater Plains Mitigation Bank. Temporary impacts of up to 0.014 acres will be addressed via on-site revegetation using a native seed palette. The California Department of Fish and Wildlife has issued a Notice of Determination stating that the project will not have significant environmental effects within its jurisdiction, provided the adopted mitigation reporting and monitoring plans are followed.
