One complete set of spare gaskets in each size must be included. Delivery is FOB Destination in Hampton, Virginia, with a maximum lead time of 18 weeks from contract award, encompassing design, government review, fabrication, and shipping. Technical acceptability is a pass/fail gate under a lowest price technically acceptable (LPTA) evaluation process, and failure to meet any requirement disqualifies the offer. The procurement is a Total Small Business Set-Aside under NAICS Code 334516, and all offerors must be registered in SAM.gov. Compliance with U.S. export control laws, including ITAR and EAR, is mandatory, and the contractor is responsible for securing any required export licenses, especially when foreign persons are involved or when handling controlled technical data. Submission requirements include completed TEMA datasheets, a statement of full compliance with Appendix A specifications, detailed drawings, and documentation of all exceptions. Mandatory deliverables include certified mill test reports, NDE reports (radiographic, magnetic-particle, liquid penetrant, ultrasonic, hardness, and PMI), temperature charts for postweld heat treatments, a certified bill of materials, manufacturer’s data reports, and certificates of shop compliance and inspection. The University of Western Ontario is seeking suppliers to provide a biaxial micro-tensile machine designed for integration with its Apreo-2S Field Emission Gun Scanning Electron Microscope to enable in situ mechanical testing of advanced metal alloys under thermomechanical loads. The system must generate precise force-displacement and stress-strain data while allowing real-time observation of microstructural evolution, including strain localization, crack nucleation, and propagation, primarily in nickel, zirconium, and magnesium alloys used in nuclear, aerospace, and transportation sectors. The equipment must fit within the existing SEM, support future temperature variation upgrades, and align with the multiscale deformation group’s research goals of correlating localized stress fields with manufacturing and service conditions using high-resolution imaging and crystal plasticity modeling. The estimated budget is CAD$235,000 plus HST, with delivery expected by summer 2026 and a submission deadline of May 19, 2026, at noon ET via the BonfireHub portal. All proposals must comply with mandatory documentation requirements including the Submission Form, Rate Bid Form, Reference Form, Deliverables and Technical Requirements Questionnaire, and Sustainability Supporting Documentation, and will be evaluated based on experience, qualifications, technical compliance, service and support, value-added ideas, sustainability, accessibility under AODA, and pricing. The procurement is governed by the Canadian Free Trade Agreement and requires submissions in English. While the tender notice provides general parameters, suppliers must refer to the complete tender documents on BonfireHub for official specifications, conditions of participation, and detailed evaluation criteria. The University reserves the right to enter into negotiations with selected suppliers after initial evaluation, and no prequalification is required. Information is subject to change, and the tender documents supersede any conflicting details in this notice.

Suppliers can find the complete tender document(s), at no cost, on: https://uwo.bonfirehub.ca. Procuring Entity: University of Western Ontario (Western) Procurement Services 1151 Richmond Street London, Ontario, Canada, N6A 3K7 Contact: Scott Roth sroth6@uwo.ca Procurement Method: Open tender whereby all interested Suppliers may submit a Proposal. Description: The RFP is an invitation to submit offers for the Supply of a Biaxial Micro-tensile Machine for Installation in a Scanning Electron Microscope, as further described herein. Summary: The multiscale deformation group at Western University is equipped with an Apreo-2S Field Emission Gun Scanning Electron Microscope (FEG-SEM) which has a Bruker Electron Backscatter Diffraction (EBSD) detector. The requested biaxial testing rig will be used inside this SEM to enable in situ testing of metals and alloys. This system will generate force–displacement and stress–strain data, with the potential for future upgrades to allow testing at varying temperatures. The rig will also enable direct observation of the evolution of localized strain and stress fields, as well as microcrack nucleation, within the SEM. The requested rig will be used to observe: • how metal and alloys deform under tensile (thermo)mechanical loads • how cracks initiate and propagate in advanced alloys Hence, it is expected that the requested rig fits into the Apreo-2S FEG-SEM, be capable of applying (thermo)mechanical loads while imaging inside the SEM. Background: Our research focuses on the measurement and characterization of localized stress fields and their correlation to manufacturing processes or to specific loading conditions that occur in service. We work on advanced metal alloys used in the nuclear, aerospace, and transportation industries, e.g., nickel, zirconium, and magnesium alloys. We use in-situ high-resolution imaging and diffraction techniques, along with crystal plasticity modeling, to simulate the formation of stress hot spots in polycrystals. In-situ experiments include applying thermomechanical loads to materials while probing with an electron beam to observe the formation of stress hot spots, cracks, and voids. Please download the tender package for further information. Budget: The estimated budget for this project is CAD$235,000 plus HST. Estimated Quantities: Available within the tender document Submission Details: All tender submissions must be uploaded electronically at https://uwo.bonfirehub.ca. Submission Deadline: May 19, 2026 at 12:00PM (noon) ET Public Opening: Not Applicable Conditions for Participation: Available within the tender document(s).
