Bicycle Master Plan

The City of Agoura Hills is advancing a comprehensive Bicycle Master Plan to expand its cycling infrastructure from 1.3 miles of existing routes to a total network of 31.4 miles, including 30.1 miles of new bikeways and improvements. Central to this effort are two priority projects: the Medea Creek Path, a two-mile Class I bicycle path along the Medea Creek Channel, and the Agoura High School Connection, a 0.35-mile link connecting key intersections near the school. These projects involve full asphalt paving over approximately 3.40 acres, along with grading, drainage, utility adjustments, and revegetation, all designed to meet Caltrans and state bicycle facility standards while minimizing environmental impacts through dust, noise, and emissions controls. The initiative is supported by a VMT Mitigation Exchange and Banking Program that enables developers exceeding vehicle miles traveled thresholds to purchase credits, funding improvements identified in the Bike Master Plan. To align with these transportation goals, amendments to the City’s General Plan Infrastructure and Community Services Element are required to ensure consistency. Environmental compliance is governed by CEQA, with strict requirements for biological surveys, habitat mitigation ratios up to 5:1, conservation easements, endowment funding for long-term stewardship, and a Habitat Management and Monitoring Plan. All construction must adhere to CalEEMod emissions modeling, South Coast AQMD regulations, and local ordinances including the Oak Tree Ordinance and lighting standards. The City acts as the lead agency, with public works director Charmaine Yambao as the primary point of contact, overseeing inspections, permitting, and mitigation enforcement. While no formal contract type, pricing, or procurement evaluation criteria are specified, submissions related to environmental review must be delivered via email or mail to the City’s address, with key deadlines tied to public comment periods under CEQA. No federal acquisition regulations, solicitation numbers beyond the environmental project ID, or supplier certifications are applicable, as this remains a local government-led environmental and infrastructure planning initiative focused on community mobility and sustainability.
