GULF COUNTY BOARD OF COUNTY COMMISSIONERS REQUEST FOR PROPOSAL (RFP) FOR THE WATER MAIN MATERIALS SOUTH PHASE BID #2526-33   The Gulf County Board of County Commissioners will receive sealed bids from any qualified person, company or corporation interested in providing materials for the:   WATER MAIN MATERIALS SOUTH PHASE   This project includes the purchase of potable water main materials including PVC pipe, HDPE pipe, fittings, valves, etc. for a new water transmission main in Gulf County, FL.   Proposals will be received until 4:00 p.m. Eastern Time on September 15, 2026 at the Gulf County Clerk’s Office, 1000 Cecil G. Costin Sr. Blvd, Room 149, Port St. Joe, Florida 32456, and will be opened and read aloud at a public meeting held in the Donald H. Butler Commission Chamber in the Robert M. Moore Administration Building, Gulf County Courthouse Complex, Port St. Joe, Florida on  September 16, 2026 at 10:00 a.m. Eastern Time.   Proposals must be submitted in a sealed envelope or package, clearly marked with YOUR COMPANY NAME, SEALED BID, and the BID NUMBER and title “WATER MAIN MATERIALS SOUTH PHASE” so as to identify the enclosed proposal. Each submittal shall include one (1) original and two (2) copies of the proposal. Proposal must be delivered to the Gulf County Clerk of Court, 1000 Cecil G. Costin Sr. Blvd, Room 149, Port St. Joe, Florida 32456. Proposals received later than the date and time as specified will be rejected.   Bids may be submitted electronically through the County’s online bidding platform at https://www.centralauctionhouse.com/SignIn?redirect=/Category/10885/GulfCounty. Electronic bids must be received by the system prior to the bid deadline. The time recorded by the system shall be the official time of receipt. Late submissions will not be accepted. Paper-sealed bids may also be submitted to the Clerk’s Office as described above.   Bid specifications can be obtained on the County’s website www.gulfcounty-fl.gov or through the Gulf County Clerk’s Office. All bids shall remain firm for a period of sixty days after the opening. All bidders shall comply with all applicable State and local laws concerning licensing registration and regulation of contractors doing business to the State of Florida. The bid must conform to Section 287.133(3) Florida Statutes, on public entity crimes. All questions must be submitted to Clay Kennedy at ckennedy@gulfcounty-fl.gov.   The Board of County Commissioners reserves the right to waive informalities in any bid, to accept and/or reject any or all bids, and to accept the bid that in their judgment will be in the best interest of Gulf County.   This contract will be paid for in whole or in part with Community Development Block Grant – Disaster Recovery funding (CDBG-DR) from the U. S. Department of Housing and Urban Development (“HUD”) and the Florida Commerce for activities authorized under Title I of the Housing and Community Development Act of 1974 and as described in the 2020 State of Florida Action Plan for Disaster Recovery. As such this contract is subject to the applicable terms and conditions of Subrecipient Agreement M0020 between Florida Commerce and the Gulf County Board of County Commissioners, 45 CFR Part 75, 29 CFR Part 95, 2 CFR Part 200 (including Appendix II to Part 200), 20 CFR Part 601, 24 CFR Part 570 subpart I, et seq., and all other State and Federal laws, rules, regulations, and policies governing the funds provided through the Subrecipient Agreement, as now in effect and as may be amended from time to time. The Subrecipient Agreement allocates total funding of $15,137,256.88 (100%) for this project, which includes $15,087,256.88 (99.67%) in CDBG-DR funds and $50,000.00 (0.33%) in non-federal funding. **NOTE THIS SOLICITATION IS LIMITED TO MATERIALS FOR THE SOUTH PHASE OF THIS PROJECT**   Small businesses, minority and women’s business enterprises and veteran-owned businesses are hereby solicited to bid on this contract as prime contractors and are encouraged to make inquiries regarding potential subcontracting opportunities and equipment, material and/or supply needs. When possible, all bidders should ensure that these businesses are considered for potential opportunities. See 2 CFR 200.321.
