BID 4022.9 On Call Painting Services

Montgomery County Public Schools (MCPS) is seeking to pre-qualify contractors for on-call painting services under solicitation 4022.9. The scope of work encompasses all labor, materials, supervision, and equipment necessary for full or partial interior and exterior painting projects across various MCPS facilities. This includes comprehensive surface preparation such as cleaning, patching, scraping, sanding, re-glazing, and re-caulking for wood, fiberboard, concrete, plaster, masonry, and metal surfaces. While work generally occurs during normal business hours, large projects are typically scheduled during the summer break from mid-June to mid-August, and some tasks may require evening or weekend performance. To be considered responsive, bidders must submit a Pre-Qualification Questionnaire, a detailed Quotation Form with separate pricing for each item, and mandatory MBE documentation, including the Utilization and Fair Solicitation Affidavit and Participation Schedule. A mandatory site visit is scheduled for November 12, with a final response deadline of November 24, 2026. Evaluation is based on previous performance, responsiveness, and the best interests of MCPS, with awards made to the most favorable offers. Strict quality and safety standards apply, including a prohibition on asbestos and a requirement that all parking lot striping be done via machine. Finished work must be uniform and free of blemishes, subject to inspection by the MPCP Project Coordinator and potential third-party laboratory testing for material characteristics. For projects exceeding 100,000 dollars, contractors must provide 100 percent Performance and Payment Bonds. Payment is primarily handled through a purchasing card and Single Use Accounts (SUA) program, with ACH as an alternative. All materials must be delivered prepaid FOB destination and stored in well-ventilated areas, with hazardous waste disposed of off-site per EPA regulations.
