The contract covers timely emergency and miscellaneous repairs to traffic signal systems at locations throughout the City of Solon, in accordance with engineering plans and specifications prepared by John J. Busch, PE, the City Engineer. Prospective bidders must obtain the complete set of contract documents, including plans and specifications, from the City Engineer’s office during normal business hours, and all bids must be submitted on official forms provided in the bid package or issued addenda. Bids cannot be withdrawn for a period of 60 days following submission. The City mandates attendance at a pre-bid meeting scheduled for January 26, 2024, at 10:00 a.m. in the Engineering Department; failure to attend results in disqualification. The City reserves full rights to reject any or all bids, waive informalities, and award the contract in a manner most favorable to the City, signaling a discretionary award process potentially considering factors beyond price. All questions during the bidding period must be submitted in writing and will be addressed exclusively at the pre-bid meeting. The solicitation strictly enforces non-discrimination policies in employment and service provision. While no detailed federal acquisition clauses or pricing schedules are included due to the municipal nature of the procurement, the emphasis is placed on compliance with the City Engineer’s technical specifications and timely, code-compliant repair services across the contract’s annual duration. The place of performance is throughout the City of Solon, with proposal submission and contract administration centralized at Solon City Hall.
