Bike Lane and Trail Program - Great Oak Trail Lighting

The City of Temecula is soliciting bids for the installation of 75 solar light fixtures and poles along the Great Oak Trail under Project No. PW21-16, with an estimated contract value of $335,000. The scope encompasses all aspects of site preparation, including surveying, excavation for concrete footings, placement of reinforcing steel and anchor bolts, pouring footings, mounting City-supplied solar lighting units, and restoring disturbed landscaping and irrigation systems. Bids must be submitted electronically via PlanetBids by 9:59:59 A.M. on August 13, 2026, and must include a bid bond equal to 10% of the bid amount, a non-collusion affidavit, a statement of technical ability and experience, and a declaration regarding past contract disqualifications. The City will evaluate offers under a Lowest Price Technically Acceptable framework, selecting the lowest responsible bidder whose proposal meets all technical, legal, and procedural requirements. Payment terms specify 95% of completed work paid within 30 days of certified request, with final payment issued 60 days after City acceptance. The contract prohibits assignment without written consent, requires work to continue despite disputes, and mandates adherence to all federal, state, and local regulations. Final acceptance occurs on-site after the Engineer certifies full compliance with plans, specifications, and warranty obligations for one year following City Council approval of the Notice of Completion.
