Birth to Three System Request for Proposals (RFP)

The Connecticut Office of Early Childhood (OEC) is soliciting proposals under solicitation OEC-26-B23S to establish a network of providers for the Birth to Three System. This initiative seeks Comprehensive Early Intervention Providers to deliver all individualized services to referred children and Deaf and Hard of Hearing (D/HOH) Support Providers to assist in serving children with those specific needs. The program is designed to support infants and toddlers with delays, disabilities, or health-related needs in accordance with IDEA Part C, utilizing a coaching-based interaction style with families. The total available funding for this effort is up to 199,568,130.00 dollars for the performance period spanning July 1, 2027, through June 30, 2032. Qualified organizations must demonstrate extensive experience with IDEA Part C and Part B and provide a detailed budget and staffing plan across five 12-month periods. Proposals are due by November 9, 2026, and must include a main narrative not exceeding 15 pages, an executive summary of one page, and various required attachments such as audited financial statements, a grievance policy, and a statement of assurances. Evaluation is based on a 100 percent scale, with 35 percent of the weight placed on compliance, operations, and services. Awardees are required to maintain 100 percent compliance with IDEA Part C regulations and ensure all service delivery data is entered into the Birth to Three data system.
