Z--BISO MAINT TO BANDY CREEK WATER TANK

The National Park Service, Big South Fork National River and Recreation Area, is seeking a qualified small business to perform cyclic maintenance on the Bandy Creek potable water storage tank located at Bandy Creek Campground in Oneida, Tennessee. This is a Firm Fixed Price contract with a 90-day period of performance from the Notice to Proceed, with work expected to occur between June 1 and September 30, 2026. The scope encompasses comprehensive tank remediation including draining, sediment removal, interior and exterior cleaning, corrosion control, surface preparation, application of potable water and protective coatings, minor hardware replacement with corrosion-resistant stainless steel, vent screen repair, tank disinfection per AWWA C652 standards, and installation of a remote SCADA telemetry system for level monitoring. All work must comply with AWWA D102, AWWA C652, SSPC-SP1, SSPC-SP10, SSPC-PA2, NACE No.2, and NSF/ANSI 61 standards, along with OSHA, EPA, and Tennessee Department of Environment and Conservation regulations. The contractor must provide all labor, materials, equipment, scaffolding, confined space entry systems, environmental containment, and incidentals required to complete the work, including submission of detailed administrative documents such as a site-specific safety plan, confined space entry program, fall protection plan, coating application procedures, and NSF/ANSI 61 compliance documentation. A five-year warranty is required for all applied coatings. This procurement is a total small business set-aside under NAICS code 237110 with a $45 million size standard. Proposals must be submitted electronically via email by 5:00 PM EDT on May 29, 2026, following strict formatting requirements including volume organization, Microsoft Office compatibility, omission of macros and hidden fields, and proper file naming conventions. Offerors must be registered in SAM.gov with a current Unique Entity ID and CAGE code and must submit annual representations and certifications through SAM prior to award. Evaluation is based on pass/fail criteria for relevant experience (two completed projects within five years), capability of key personnel including certified coating inspectors, confined space entry trained staff, fall protection competent persons, and specialized telemetry installers, compliance with the Statement of Work checklist in Attachment 4, and adherence to the 90-day performance timeline.
