The SFY 2027 Massachusetts Municipal Public Safety Staffing Program is a competitive grant initiative administered by the Office of Grants and Research within the Executive Office of Public Safety and Security. This program provides approximately 6.72 million dollars to eligible municipalities to address staffing shortfalls in police and fire departments. Funding is specifically designated for restoring staffing levels lost to attrition, retaining civilian employees, and covering necessary overtime for shift maintenance. To be eligible, communities must have submitted qualifying applications that were approved in fiscal year 2026. The period of performance runs from January 1, 2027, through December 31, 2027, with no extensions permitted. Applicants must submit a digitally signed online application by October 23, 2026, at 4:00 p.m., including a detailed 12-month budget in Excel format. The budget may cover personnel, overtime for sworn personnel, fringe benefits, and other administrative costs, which are capped at 10 percent of the award. Evaluation is based on an application narrative justifying the need for funds, budget narratives, and specific incident and staffing data. Awarded funds are typically distributed in two equal disbursements. Recipients must certify compliance with Massachusetts General Laws, including the MBTA Communities Act, and ensure that grant funds supplement rather than supplant existing state or local funding.
