28--BLADE SET,FAN,AIRCR, IN REPAIR/MODIFICATION OF
Solicitation # N0038326RSB76
Solicitation N0038326RSB76, issued by Navsup Weapon Systems Support, is a negotiated procurement for the repair, overhaul, and testing of aircraft fan blade sets (NSN 016578391) to return them to a Ready For Issue condition. The scope of work requires the contractor to provide all necessary facilities, labor, materials, and tooling, as the government will not provide manufacturing aids or special test equipment. Key performance metrics include a Repair Turnaround Time of 90 days after asset receipt, with an induction expiration date set at 365 days after contract award. The contract specifies that the contractor must maintain a quality system compliant with ISO 9001/SAE AS9100 and a calibration system meeting ANSI/NCSL Z540 or ISO-10012-1 standards. The government intends to make a single award based on the most advantageous offer, prioritizing past performance over price. Following Amendment 0001, the quantities for CLIN 0001AA and CLIN 0001AB have been increased from 17 to 31 units each. Administrative requirements include the use of Wide Area Workflow for invoicing and strict adherence to MIL-STD-2073 for packaging and MIL-STD-129 for marking. The contractor is responsible for identifying items as Beyond Economical Repair or Missing on Induction, requiring written concurrence from DCMA. All work is to be performed at the General Electric Company facility in Cincinnati, Ohio, with final inspection and acceptance occurring at the origin.
