The Oklahoma City-Air Logistics Center at Tinker Air Force Base issued a combined synopsis/solicitation for the procurement of "Blade Height Masters" under solicitation number FA8126-11-Q-0237. This procurement is structured as a firm fixed price contract and is designated as a total small business set-aside under FAR 19.5. Proposals were originally due by June 6, 2011, but the solicitation deadline was extended to June 17, 2011, at 10:00 AM Central Standard Time. The acquisition process follows FAR Part 12 and 13.5 guidelines, emphasizing the procurement of commercial items using simplified acquisition procedures. Interested contractors must be registered in both the Online Representations and Certifications Application (ORCA) and the Central Contractor Registration (CCR) databases, as failure to register disqualifies them from award consideration. The contract will be awarded to the responsible offeror whose proposal is deemed most advantageous to the government, taking into consideration best value factors such as price and compliance with solicitation conditions. The government intends to award a single contract but reserves the right not to award if proposals do not meet quality, pricing, or funding requirements. Unrealistic proposals, whether too high or too low relative to government estimates or lacking understanding of program complexities, may be rejected. Nycole Y. Parker, the designated contracting specialist, is the point of contact for the solicitation, with a preference for emailed proposals. The place of performance for the contract is Tinker Air Force Base, Oklahoma.
