The basis of award will be low price. The Government intends to evaluate offers and award a contract without discussions with Offerors. Therefore, the Offerors initial offer should contain the Offerors best terms. However, the Government reserves the right to conduct discussions, if necessary and deemed appropriate by the Contracting Officer. The Government may reject any or all offers if such action is in the public interest, accept other than the lowest offer, and waive informalities and minor irregularities in offers received. The Government will award a Firm-Fixed-Price contract to the responsible offeror whose quote is the lowest price that meets the requirements set forth in the Specifications. In accordance with RFO FAR 12.205(a), FAR Part 9, and DFARS 204.76, award will only be made to an offeror determined responsible, possessing an active SAM.gov registration, and demonstrating acceptable risk in the Supplier Performance Risk System (SPRS). Offerors are not required to submit past performance documentation. An offeror with an unsatisfactory SPRS score, delinquent delivery history, or adverse supply chain risk may be determined non-responsible and ineligible for award. All quotes will be reviewed and ensure that it meets the minimum requirements against the technical specifications provided below. To be eligible for award, a quote must satisfy all stated requirements set forth in the specifications; those that do not will be considered non-responsive. Because the Government intends to award without discussions, offerors are encouraged to submit their most competitive pricing and information in their response that meets the minimum set forth requirements in their initial response. This is a Request for Quotation (RFQ) for commercial off-the-shelf (COTS) helicopter blade maintenance stands. This acquisition is conducted under Federal Acquisition Regulation (FAR) Part 12, Commercial Items. The provisions of FAR 52.212-1, Instructions to Offerors--Commercial Items, apply to this solicitation. All responses are due by 22 September 2026 at 0900.
