This contract solicitation pertains to the procurement of windshield wiper blades, specifically assemblies that include both the metal wiper blade and the rubber insert, compatible with specified part numbers from approved manufacturers such as ANCO, BAE Systems, Sprague Devices, and Cooper Industries. The total quantity requested is 16,570 each, with a delivery schedule calling for 20,000 units within 194 days. The procurement is partially set aside for small businesses with a size standard of 750 employees and involves supplies subject to military-critical technical data restrictions, limiting competition to certified suppliers compliant with Department of Defense export controls and JCP certification requirements. The solicitation emphasizes that all bidders must demonstrate appropriate certification to access technical data and must submit offers in U.S. dollars and English. The government intends to award this contract based on a best-value decision considering price, delivery, past performance, and other factors, with a total contract duration not to exceed five years including options. The acquisition follows specific regulatory provisions, including compliance with the Trade Agreements Act, and excludes commercial item acquisition policies under FAR Part 12. Interested parties can obtain specifications and related documentation via the Defense Logistics Information Service or the DIBBS platform. The contract provides an option to extend the period of performance as needed and is restricted to suppliers approved under 10 U.S.C. 2304(c)(1), reflecting the sensitive nature of the technical data involved and the critical application of the items.
