The U.S. Department of State's National Foreign Affairs Training Center (NFATC), Leadership & Workforce Training (LWT) Directorate, intends to negotiate on a sole source basis with Blanchard Training and Development, Inc., for the purchase of CBC0208 Generic SLII Concepts Virtual Participant Kits w/LBAII Online licenses which are used as required participant material in the mandatory supervisory course, PT230 - Fundamentals of Supervision. In accordance with FAR 5.207 (c) (16) (ii), vendors that feel they can meet the Government's requirements detailed above may submit a capability statement which shall be considered by the agency. The Government anticipates the award of a firm-fixed price purchase order. A determination by the Government not to open the requirement to competition based on responses to this notice is solely within the discretion of the Government. The acquisition will be conducted through the FAR Part 13 - Simplified Acquisition Procedures. The North American Industry Classification System (NAICS) Code for this requirement is 611430. This notice of intent is not a request for competitive quotation. A Request for Quotation (RFQ) is not available. The closing date/time for submitting a capability statement is August 13, 2025, at 10;00 A.M. Eastern Standard Time (EST).
