The contract solicitation SPE2DH-26-T-3325 is for the procurement of disposable warming blankets designed to treat shock, trauma, and pre-hypothermia, with each blanket measuring 34x24 inches and featuring six self-warming panels that reach 100°F in 8–10 minutes and maintain heat for eight hours. The blankets have a foam core for water resistance, are lightweight and comfortable, function effectively at high altitudes, and carry a minimum 60-month shelf life with no more than nine months elapsed from manufacture to government delivery. Each unit is individually wrapped in a translucent polybag and must be packaged and labeled in strict compliance with Medical Marking Standard No. 1 (MMS No. 1), which supersedes MIL-STD-129 for medical items. Packaging must also conform to ASTM D3951 and DLA’s RP001 packaging requirements, including sealed unit containers, commercial-grade shipping containers suitable for safe carrier delivery at the lowest rate, and palletization standards. All items must be marked with the NSN, manufacturer name, CAGE code, date of manufacture, expiration or retest date, contract number, and lot number. The unit of issue is a pack (PG) of 12 blankets, and deliveries totaling 22 packs are required across four separate contract line items, with delivery deadlines set for late April 2026. All shipments are FOB destination, subject to inspection and acceptance at the final delivery points which include Wright Patterson AFB in Ohio, Cannon AFB in New Mexico, Fort Bragg in North Carolina, and Rose Barracks in Vilseck, Germany. Shipments must be transported via traceable means, explicitly excluding parcel post. The contract incorporates numerous DFARS and FAR clauses related to cybersecurity safeguarding, whistleblower protections, employment eligibility verification, sustainable procurement, and compliance with NIST SP 800-171. Offerors must have a valid UEI and CAGE code, comply with all socioeconomic representation requirements, and submit proposals electronically through the DLA Internet Bid Board System by the deadline of May 4, 2026. Invoicing must be conducted exclusively through the Wide Area WorkFlow system.
