BLANKET, WARMING, HYP

The contract specifies the procurement of disposable warming blankets designed for the prevention and treatment of hypothermia, shock, and trauma. Each blanket measures 34 by 24 inches and features six self-warming panels that activate to reach a therapeutic temperature of 100°F (38°C) within 8 to 10 minutes, maintaining heat for up to eight hours. The blankets have a foam core for water resistance, are lightweight and comfortable, and perform effectively at high altitudes. They come individually wrapped in translucent polybags, have a five-year shelf life, and must not exceed nine months from the date of manufacture at the time of delivery. Each package contains twelve units, with the unit of issue defined as a pack (PG), and a total quantity of four packs is required under the contract. All packaging and labeling must strictly adhere to DLA’s Medical Marking Standard No. 1, superseding MIL-STD-129, and must include the NSN, manufacturer and CAGE code, manufacture and expiration dates, contract and lot numbers. Packaging must comply with ASTM D3951 only as secondary to the DLA Master List of Technical and Quality Requirements. Palletization and shipping must meet DLA Packaging Requirements for Procurement, with delivery required FOB destination within 20 days. Shipment must be sent via the fastest traceable means—parcel post is prohibited—and delivered to Cannon AFB, New Mexico. All items must meet exact quantity specifications with no tolerance for variance, and the required delivery dates are set for April 30, 2026, and May 1, 2026, for the two separate contract line items, each priced at $4.00 per package.
