Packaging must comply with ASTM D3951 unless superseded by DLA Master List of Technical and Quality Requirements, and all items must be marked according to Medical Marking Standard No. 1, which replaces MIL-STD-129. Containers must be sealed to prevent damage and packed in commercial shipping containers ensuring safe, cost-effective delivery by common carrier. Labeling must include the NSN, manufacturer and CAGE code, date of manufacture, expiration or retest date, and contract or lot number. The contractor must be registered in the System for Award Management, and offers are subject to pass/fail gates including prohibitions on additive manufacturing and the mandatory submission of Safety Data Sheets. Delivery must be by traceable means, not parcel post, and payments are processed through Wide Area WorkFlow with required receiving reports per DFARS Appendix F.
