This solicitation, FA480026Q0056, issued by the 633rd Contracting Squadron under the Department of Defense, seeks competitive quotes from small businesses for the comprehensive replacement of carpeting in Building 1302, specifically on the second floor D and C wings including Room 243, located at 586 Weyland Rd, Langley AFB, Virginia. The requirement is governed by the AFFCC Carpet II Program, mandating that Tier II contractors source all carpet materials exclusively from designated Tier I manufacturers, with seven approved product options listed, including selections from Mohawk, Interface Americas, and Tarkett. The contractor must furnish all labor, materials, equipment, transportation, and supervision to remove existing flooring, install new 24"x24" tile carpeting on raised floors, repair existing cove base, and manage furniture relocation, while ensuring all work adheres to strict performance standards. Installation must be completed within 120 days of contract award, with work scheduled between 0730 and 1630 EST Monday through Friday, excluding federal holidays, and any after-hours work requires one week’s prior coordination with the Contracting Officer and COR. The procurement is a Total Small Business Set-Aside under FAR 19.5, with a NAICS code of 314110 and a small business size standard of 1,500 employees. Offers must be submitted to Kelly Voigts by 5:00 PM EST on June 19, 2026, with all inquiries due by June 15, 2026, and a mandatory site visit scheduled for June 9, 2026, at 1:00 PM EST—attendance requires prior coordination via email. The award decision will be based on a best value determination, evaluating both price and technical capability as discernible value indicators, not solely on the lowest bid. The government will inspect and accept the work through the Facility Manager Lucia Miranda, with compliance requiring full alignment with the Statement of Requirement, including removal of any organic growth or discoloration as noted in inspection criteria. Contractors must register in SAM with a valid UEI and CAGE code, adhere to all applicable FAR and DFARS clauses—including provisions for security, labor practices, sustainable products, Buy American, and electronic payment via WAWF—while submitting invoices using the designated DoDAACs.
