This is a notice of intent, not a request for a quotation. A solicitation document will not be issued and quotations will not be requested. The National Institute of Health (NIH), Clinical Center (CC) intends to award a one year fixed price purchase order to American Association of Blood Banks, Inc. Bethesda, MD DUNS# 072645492 on a sole source basis to procure blood and blood products necessary for patient treatment, often critically ill patients involved in clinical trials. Blood and blood products such as red blood cells leuko reduced, fresh frozen plasma, cryoprecipitate, and platelets pheresis leuko reduced are critical to support the mission of the NIH CC, Department of Transfusion Medicine (DTM). Blood supply is not easily estimated as it based on patient protocol, volume, and need. Urgent and rare blood supplies may be needed at any given time for life sustaining purposes. American Association of Blood Banks is distinctively able to provide supplemental blood and blood products when insufficient products are able to be collected by DTM to provide adequate blood inventory to support Clinical Center patients. American Association of Blood Banks (AABB) is uniquely qualified due to its affiliation with blood centers nationwide to locate and obtain blood from blood centers with surplus inventory to alleviate regional blood shortages that can't be managed by local or even regional blood suppliers. AABB relies on a nationwide network of FDA licensed blood facilities with a surplus of blood and blood components. There is no other known blood supplier that possesses a nationwide network clearinghouse that enables the association to become a resource-sharing network. There is 24/7 access to the AABB team who is ready to assist with locating and shipping blood components at all times. This acquisition is being conducted under the authority of the FAR Subpart 13.106-1(b).
