The Medical Readiness Contracting Office-Europe plans to award a Fixed-Price Indefinite Delivery/Indefinite Quantity (IDIQ) contract to provide an automated clinical chemistry analyzer system, including all necessary equipment, reagents, consumables, controls, and maintenance services, to support hematology testing at the U.S. Army Health Clinic in Vicenza, Italy. This contract will operate under a Cost Per Reportable Result (CPRR) contract line item number structure, covering a two-month phase-in period from January 2 through February 28, 2026, followed by a main ordering period extending from March 1, 2026, to December 31, 2030. The solicitation is aligned with NAICS code 324513 (In-Vitro Diagnostic Substance Manufacturing) and applies a Lowest Price Technically Acceptable (LPTA) evaluation process under Simplified Acquisition Procedures with full and open competition. Vendors are required to be registered in the System for Award Management (SAM) prior to quote submission, with the Request for Quotes (RFQ) expected to be posted around November 5, 2025. The contract scope entails delivering a fully integrated, FDA-approved random-access chemistry analyzer capable of handling diverse specimen types with automated barcode reading compliant with CLSI standards. The system must reliably support the estimated annual workload of over 42,000 clinical chemistry tests, providing timely results with minimal downtime through features such as uninterrupted power supply and water system integration. The contractor is responsible for supply chain management of reagents and consumables, maintaining quality control consistency with limited annual lot changes, and meeting rigorous inspection criteria at government acceptance sites, including shelf life and storage temperature standards. Compliance with federal and DoD cybersecurity, privacy laws (including HIPAA), RMF authorizations, and data breach reporting protocols is mandatory, with annual privacy training required for personnel. Although specific contract clauses, detailed pricing, and submission instructions are forthcoming with the RFQ, the contract emphasizes operational continuity, regulatory compliance, and strict quality standards essential to laboratory mission readiness at the Vicenza facility.
