BLOOD COOLER, FIELD TRANSPORT

The contract calls for the procurement of eight Blood Cooler, Field Transport units, specifically designed for combat medics to support the rescue, evacuation, and stabilization of casualties in austere environments. Each unit is an ultra-lightweight solution capable of transporting one unit of whole blood while maintaining a strict cold chain at 4°C (39°F) for a minimum of 16 hours without requiring external power. The system integrates vacuum-insulated panels protected by an ultralight hard shell to resist field punctures, a thermal insulated capsule, a data logger with an integrated pocket for internal temperature probe routing to eliminate snag hazards, and a Coyote Multicam MOLLE carrier for secure attachment to tactical gear. The design has been clinically and field-tested to ensure reliability under combat conditions. All units must comply with the DLA Master List of Technical and Quality Requirements and be marked according to Medical Marking Standard No. 1, which supersedes MIL-STD-129. Packaging must be commercial-grade, using suitable sealed unit containers and exterior shipping materials to ensure safe delivery via common carriers at the lowest rate, with palletization governed by DLA’s RP001 requirements. Delivery is required within 20 days of award to Fort Stewart, Georgia, under FOB Destination terms with destination inspection mandated. Invoicing must be processed electronically through the Wide Area Workflow (WAWF) system, and fast pay is not applicable. The solicitation incorporates numerous Federal Acquisition Regulation clauses, including cybersecurity safeguards, export controls, prohibitions on hazardous materials and Chinese military-linked equipment, and compliance with the Buy American Act and Berry Amendment, which now applies to acquisitions above $150,000.
