SPECIAL NOTICE TO SOLE SOURCE: Agency: Internal Revenue Service (IRS) POC: Angela C. Ortiz | email: angela.c.ortiz@irs.gov For: Bloomberg Government Federal Financing Bank Subscription Services The Office of Treasury Procurement Services (OTPS); Operations Support Branch, intends to negotiate a sole-source acquisition with Bloomberg Finance, L.P. for subscription services to Bloomberg Government Federal Financing Bank Software with the approximate start date of April 4, 2019. This subscription will include online access to tools that synthesizes legislative activity, regulatory rulemaking, and other government-related data in a single source. This subscription will also have the capability to have updates pushed to users about programs and legislative developments that most impact OFP. Benefits unique to Bloomberg Government's software include: - Automated search of legislation that includes loan guarantees to identify new programs or potentially changes to existing programs; - Access to public comment related to published regulations as well as regulatory changes that may impact existing programs; - A federal procurement database that appears to be more complete (going back to 2000) than Federal sources and appears to have better search capabilities. As OPF's Operations handles procurement and often advises other areas of Treasury on procurement, this may be a helpful tool for market research - Aggregation of government documents (GAO Reports, Annual Reports, Budget Requests) that are public, but not currently under a single-search function. - Congressional Directories - Not required often, but minimally once a year for distribution of Annual Report. This process has previously taken a couple of hours to verify contacts and will probably be streamlined through this tool. - Sector newsletter and briefs, including sectors of interest to the FFB such as Energy and Agriculture. - News aggregation service - which would eliminate the current practice of using individual sites for news alerts. - Bloomberg Government delivers a wide range of proprietary news reporting and analysis that is only available to its subscribers. This includes Bloomberg news reporting, Bloomberg Government legislative analysis, and proprietary newsletters from the Bloomberg Bureau of National. A twelve (12) month base and four (4), twelve (12) month option periods are contemplated for this acquisition. These services are currently in place. No solicitation package will be issued. This special notice of intent to sole source is not a request for competitive quotations; however, the Government will consider responses received no later than 4:00 PM, EDT on March 13, 2019. Responses shall be submitted to Angela C. Ortiz at angela.c.ortiz@irs.gov. Responses shall include, at a minimum, the following information: 1. The name of your company; 2. Company DUNS No and CAGE Code; 3. Point of Contact, and secondary contact, information; 4. The specific product(s) that your company offers that fulfills the same function as the items to be included on this order or evidence that your company is capable of providing the specific items mentioned above; and, 5. A description of that product(s) and its overall capabilities. It is your responsibility to demonstrate how your product(s) is capable of providing the same functionality that exists with the Bloomberg products mentioned above. The Government will not seek additional information from your company if you fail to provide sufficient evidence of having a product capable of meeting the Government's needs. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government's Contracting Officer. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
