NOTE: This is a synopsis only. A solicitation will follow at a later date. FAR 52.232-18 Availability of Funds is in effect. In accordance with FAR 5.203, this synopsis is for the production of Bomb Live Units - 129/B (BLU-129/B) Warhead Case Assemblies in accordance with (IAW) the Technical Data Package (TDP). The contractor is required to manufacture and assemble the BLU-129/B Warhead Case Assemblies with associated warhead internal components (fuze liners/rings, charge tubes, base plate, and miscellaneous hardware) IAW the TDP, Drawing 20107102-010. The explosive fill is not considered part of this acquisition. This will be full and open competition. 1. The Air Force Life Cycle Management Center, Armament Directorate, Direct Attack Weapons Branch (EBDW), Eglin AFB, FL 32542 is planning on releasing a Request for Proposal (RFP) approximately 17 October 2016 with an estimated closing/response date of 1 December 2016. It is the intention of EBDW to allow a 45-day solicitation period for industry to comply with the procedures required within the Solicitation itself. 2. Request for Proposal Number: FA868117R0129 3. Purchase Request: Note: FAR 52.232-18 Availability of Funds is in effect. Notice to Offeror: Funds are not presently available for this effort. No award will be made under this Solicitation until funds are available. The Government reserves the right to cancel this Solicitation, either before or after the closing date. In the event the Government cancels this Solicitation, the Government has no obligation to reimburse an offeror for any costs. 4. Nomenclature/Noun: BLU-129/B Warhead Case Assembly 5. Description/Function: The BLU-129/B Warhead Case Assembly is a 500 lb. general purpose bomb case with low collateral damage capability. The technical drawings to include weights, dimensions, hardware, and manufacturing processes that include carbon-fiber and steel are identified within the Technical Data Package. Government Furnished Equipment is offered to aide in the manufacturing of these cases. 6. Acquisition Method: Full and Open Competitive Acquisition This acquisition is subject to restrictions and procedures. Information concerning procedures to request/obtain the Technical Data Package via a Compact Disc; as well as, the applicable points-of- contact will be outlined in the Solicitation itself, when issued. 7. Sources/Qualified Sources: Export Controlled Certification is required as outlined within the Solicitation itself. 8. Qualification Requirements: The offeror must meet the requirements of AS6500 (dated November 2014) and AS9100C (dated January 2009) respectively. The offeror is required to be assessed at Manufacturing Readiness Level (MRL) 7 as outlined within the Solicitation when issued. 9. Export Control: Yes. Offerors are required to be "EXPORT CONTROLLED" certified in order to receive and view the Technical Data Package/drawings for this Solicitation. The TDP has been updated therefore offerors, upon release of the Solicitation, are required to request a copy of the current TDP. See Solicitation details when released. If the offeror intends to become Export Control Certified, you must register at http://www.dlis.dla.mil/jcp/ and be able to provide their approved DD Form 2345 in order to receive the TDP. Access to the TDP for this acquisition is restricted to potential offerors who have met the requirements to view/receive Export Controlled data as outlined in the Solicitation. 10. Foreign Participation is not authorized. 11. First Article Requirements: The contractor shall produce eight warhead cases for inspection to assess compliance with the TDP. Two of the first eight units will be produced IAW the Solicitation requirements and sent for Government First Article Acceptance Test (FAAT). The contractor shall conduct the inspection and audit the 6 remaining First Article Inspection (FAI) units based on criteria developed by the contractor and approved by the Government. FAI shall be witnessed by the Government as outlined in the Solicitation when posted. 12. Award Information: A single award of a Firm Fixed Price contract is contemplated. The Solicitation Line Items, quantities (Qty) and delivery information are provided as follows: CLIN 0001 Production FAAT Cases and FAI Cases SubCLIN 0001AA Cases for FAAT, Qty: 2, Destination: Lawrence Livermore National Laboratory (LLNL), Delivery: Within 12 months of effective date of award. SubCLIN 0001AB Cases for FAI, Qty: 6, Destination: McAlester Army Ammunition Plant (McAAP), Delivery: Within 12 months of effective date of award. CLIN 0002 Production Quantity, Qty: 492, Destination: McAlester Army Ammunition Plant (McAAP), Delivery: First delivery within 120 days of Procuring Contracting Officer's notification to proceed. Final delivery within 12 months of the first delivery on this CLIN. CLIN 0003 Data - Not Separately Priced 13. Mandatory Language: Written procedures will be provided within the Solicitation. Section L Instructions to Offerors will be found at Section J Attachment 7 of the Solicitation and Section M, Evaluation Factors for Award will be found at Section J Attachment 8 of the Solicitation when released. 14.
