This procurement leverages the Revolutionary Federal Acquisition Regulation Overhaul (RFO), specifically RFO 12.201-1(e)(3) and Class Deviation RFO-2025-16, to enable a flexible, agile acquisition process with an “on-and-off ramp” mechanism that allows continuous vendor entry and removal based on performance and market competitiveness. The master BPA has a total ceiling of $350,000, with no single call order exceeding $50,000, and no funds are obligated at award—only upon execution of properly authorized call orders.
