The Blue Grass Army Depot, under the Department of Defense and Army Contracting Command – Rock Island, intends to establish multiple Blanket Purchase Agreements (BPAs) for the repetitive procurement of locks, locking mechanisms, and associated commercial hardware through a 100% small business set-aside under NAICS code 332510, with a size standard of 750 employees. This procurement leverages the Revolutionary Federal Acquisition Regulation Overhaul (RFO), specifically RFO 12.201-1(e)(3) and Class Deviation RFO-2025-16, to enable a flexible, agile acquisition process with an “on-and-off ramp” mechanism that allows continuous vendor entry and removal based on performance and market competitiveness. The master BPA has a total ceiling of $350,000, with no single call order exceeding $50,000, and no funds are obligated at award—only upon execution of properly authorized call orders. Offerors must be registered in SAM.gov with a valid Unique Entity ID, represent as a small business, and submit a completed Sample Basket with fully burdened unit pricing for all listed items, along with a flat-rate commercial catalog discount for non-basket items and a capability statement detailing their operational capacity. Evaluation is based on best value, combining price competitiveness and technical capability without assigned weights, and completeness of the Sample Basket is a mandatory threshold—any omission renders a proposal unacceptable. Invoicing must be conducted through the Wide Area WorkFlow (WAWF) system, and compliance with DFARS clauses including Buy American and reverse auction procedures is required. The period of performance is ongoing, with annual open seasons to add new vendors, and participation does not guarantee any order volume. Proposals must be submitted via email to the designated contracting officer by the deadline of 17:00 EST on July 14, 2026, with no oral communications permitted. No specific packaging, preservation, marking, or MIL-STD requirements are detailed, and no Contracting Officer’s Representative is designated, with the Contracting Officer retaining full administrative authority.
