NIH NIAID Genedata Analyst bioinformatics software program
Solicitation # 7571TE26Q00254
The Department of Health and Human Services, through the Office of Mission Acquisition Solutions on behalf of the National Institutes of Health and the National Institute of Allergy and Infectious Diseases, intends to award a firm-fixed-price contract to Genedata (USA), Inc. for a 12-month renewal of the Genedata Analyst bioinformatics software. This acquisition is conducted under FAR Part 12 for commercial products and FAR Part 6.103-1, identifying Genedata as the only responsible source capable of meeting the requirements. The software is essential for the Viral Pathogenesis and Evolution Section to maintain continuity in its research on respiratory viral disease, vaccine development, and antiviral therapies, specifically by utilizing over 100 million historical gene-expression data points. Genedata Analyst provides critical capabilities for the statistical modeling of multi-omics data, including linear and nonlinear normalization methods such as LOWESS and Quantile Normalization. The software supports advanced analytical functions including parametric and non-parametric testing, mixed linear models, Principal Components Analysis, and machine learning tools like Decision Trees and Partial Least Square analysis. Additionally, it offers interactive visualization tools such as heat maps, scatter plots, and tree maps to support the identification of biomarkers and biological network characterization. The government is seeking capability statements from interested parties by September 14, 2026, to determine if a competitive procurement is warranted.

Solicitation # 2026-RFP-108
The City of Lakeland, through its Public Works Traffic Operations department, is soliciting proposals under RFP 2026-RFP-108 for advanced traffic safety software. The objective is to acquire a solution capable of geospatial analysis, risk assessment to predict crash hotspots, and customizable reporting for city commission districts to improve road safety for drivers, pedestrians, and cyclists. The U.S. Navy, through NAVSUP Fleet Logistics Center Norfolk, intends to procure the BMC Helix ITSM SaaS platform on a sole source basis to replace its legacy on-premises Footprints IT service management system at the National Defense University in Washington D.C. This action is authorized under FAR 6.302-1 due to the proprietary nature of BMC’s solution and the determination that no other supplier can meet the agency’s specific requirements for a modern, FedRAMP Moderate-authorized, cloud-based ITSM platform. The acquisition includes licenses for five concurrent users and ten named users, along with implementation services, training, maintenance, software updates, and priority technical support. The solution must deliver enterprise-wide IT service capabilities aligned with ITIL standards, including incident, problem, change, asset, and configuration management, supported by an enterprise service catalog, workflow automation, real-time SLA/KPI dashboards, API integrations with Microsoft 365 and MS Teams, and agentic capabilities. The platform must be accessible remotely and on-campus without reliance on internal network routing and feature a modern, intuitive user interface to improve engagement across faculty, staff, and students. The Government requires the solution to be delivered as a SaaS model hosted on AWS, eliminating the need for local infrastructure maintenance, patching, or upgrades. The base period of performance begins September 15, 2026, with three options extending through September 2029. The procurement is scoped under NAICS code 513210 with a $47 million size standard and is not subject to any small business or other set-asides. The notice is a market research tool with a response deadline of June 15, 2026, and while submissions are accepted, the Government retains full discretion to proceed without competition based on responses received. All proposals must demonstrate unique capability beyond standard brochures or paraphrased materials, and the Government will not compensate respondents for information provided. Inquiry should be directed to Daniel Moore at the provided email address.
