Full Description
The North American Industry (NAICS) for this notice is 513210 - Software Publishers, Size Standard $47 Million, Product Service Code 7A21 - Business Application Software (Perpetual License Software). NAVSUP FLCN - Philadelphia intends to solicit other than full and open competition pursuant to FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements. The Government intends to solicit and negotiate with BMC Software, Inc., who holds the proprietary information for their Helix ITSM platform software on a sole source brand-name basis. The requirement is for BMC Helix ITSM, which is a proven software solution that will replace the existing on-premises ITSM solution with a modern, FedRAMP Moderate-authorized SaaS-based ITSM platform to support enterprise service management across NDU. NDU is procuring the following supplies for support: BMC Helix ITSM SaaS including licenses, implementation, and training. Please see the equipment list attached to this sources sought notice for more information regarding minimum specifications for the required equipment.
Interested parties may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received within five days after the date of publication of this sources sought. Information received because of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the government not to compete this procurement action based on the responses received is solely with the discretion of the Government. The Government will not pay for information received. Standard brochures and/or paraphrasing of the contents of this announcement will not be sufficient to demonstrate the capabilities of an interested party.
