If providing an equivalent item, interested parties must submit clear and convincing documentation that the submitted model is, in fact, an equal item. For further details on evaluation procedures, refer to FAR clause 52.212-2 "Evaluation - Commercial Items" located below in this solicitation. Solicitation number F1D0218187AW01 is being issued as a Request for Quote (RFQ) using the Simplified Acquisition Procedures in accordance with FAR Part 13 guidelines. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-99. All responsible sources may submit an offer to be considered by the agency. SUBJECT: Brand Name or "equal product" with the same salient characteristics and operational functionality as indicated in support of this purchase request for three (3) 1. DESCRIPTION: The 11WG/SE office requires the purchase and the delivery of three (3) Motorola AXP 6000 UHF Radios with accessorized elements identified in the description of materials below. 2. BACKGROUND: The Motorola APX 6000 radio is requested due its ability to meet all requirements for Land Mobile Radios. These specific radios are also very common throughout the Air Force translating to greater commonality and less training time required by their users. Being a popular model LMR aids in reducing maintenance costs and in turn extends the radios life-span. 3. REQUIREMENTS: Radios must have FIPS 140-2 Level 3 AES Encryption to ensure that any radio that is lost or compromised is fully tamper protected from having encryption keys stolen. This requirement is in accordance with AFMAN 17-1302-0 as well as DODI 4650-10. The Radios must have P25 Link Layer Authentication to ensure that all radios on the system are authorized to operate preventing rogue radios from joining the system which contributes to Information Assurance Compliance. No additional non-certified hardware or software shall be added to the system to accomplish this requirement. Radios must have Over the Air Rekeying. To ensure cost savings to the government, JB Andrews must be able to perform Rekeying in batches greater than one radio at a time and with limited system administrator intervention. These capabilities must be accomplished without compromising the Information Assurance features of the LMR System. No additional non certified hardware or software shall be added to the system to accomplish this requirement. Radios must have MIL-STD-81 OG Certification and have a superior endoskeleton to ensure they can withstand the roughest of conditions. The superior endoskeleton contributes to the extreme durability which extends the life of the radio and reduces required repairs. Radios must be capable of being utilized in high noise environments, i.e. helicopters, high winds, generators, heavy machinery, emergency apparatus and siren filled areas. Radios must have adaptive dual-microphone noise cancelling features so that when users speak into either side of the radio, the opposite mic cancels out ambient noise. This allows the 11WG/SE to clearly hear voice traffic in critical situations. Radios must have an extreme audio profile for high noise environments common to flight line and siren filled areas. The extreme audio profile also uses the dual microphone design mentioned above with voice vectoring not requiring the radio to always be held in one position to talk. Radios must have voice announcement to provide emergency responders audio channel confirmation when the radio is on in a dark and or high stress environments. Radios must have a silent programmable duress button which allows an emergency first responder to send a silent alarm to dispatch when he or she is in trouble and needs assistance. Radios must be capable of automatic Man Down notification to tell if an emergency first responder has become immobile and/or in a horizontal, incapacitated position to ensure help is sent in an emergency. The top display must be larger for better visibility during night operations, harsh environments characterized by smoke and particulate debris, and when using masks and protective eyewear. This will allow the user to navigate channels and zones while the radio is on the hip and does not require the end user to remove the radio from hip to change channels in a mission critical scenario. Radios must have a T-Grip top design to ensure the radio does not slip out of a first responder's gloved hand when the radio becomes wet. The required radios must have oversized knobs and an oversized emergency button so users do not have to remove their safety gloves to change channels or signal an emergency. Radios must be capable of internal OPS capability so that first responders could be located over a P25 Trunked system. Having this capability integrated into the radio limits the need for bulky external accessories that can increase total cost of ownership and inhibit communications in an emergency.
