U.S. Customs and Border Protection (CBP) plans to negotiate a sole source contract with The Bureau of National Affairs, Inc. (BNA) to maintain access to a collection of specialized electronic legal libraries essential to its Information Resources Center. These libraries include titles such as The Federal Contracts Report, The Daily Report for Executives, and The Intellectual Property Law Library, among others, providing critical legal guidance and interpretations to support CBP operations. The sole source determination is based on BNA being the only provider offering this suite of resources as an integrated whole, with ongoing market research aimed at identifying potential competitive alternatives in the future. The contract is set for a one-year performance period, estimated to run from September 1, 2012, through August 31, 2013, under the NAICS code 519130, which corresponds to Internet Publishing and Broadcasting and Web Search Portals. The U.S. Government will proceed with direct negotiation without issuing a competitive solicitation, anticipating award to BNA by the September 1, 2012, deadline. The contract administration is managed by the FLETC Glynco Procurement Office, part of the Department of Homeland Security, with contact details provided for the procurement specialist overseeing the acquisition.
