The Idaho State Liquor Division is seeking a brand name exemption under IDAPA 38.05.01.111.05 for the procurement of Datalogic Memor K handheld computer scanners for liquor store freight operations. This exemption would allow the agency to specify Datalogic as the sole source and eliminate bids for alternate or substitute products. The request is based on operational testing of devices from three manufacturers, including CipherLabs and Zebra, which determined that the Datalogic Memor K is the only model that meets the agency's specific business needs for durability, WiFi connectivity, touchscreen performance, and physical button functionality. Solicitation number 366 was posted on February 15, 2024, with a response deadline of February 21, 2024. Suppliers are invited to provide information via the IPRO portal or email to [email hidden] that may support or contradict the claim that no equivalent products are available through state contracts. The final decision regarding the exemption remains at the discretion of the Division of Purchasing Administrator and is not subject to appeal. Jon Spence serves as the primary agency purchasing representative for this action.

The Idaho State Liquor Division has requested a brand name exemption for the purchase of Freight Handheld Computer Scanners. If approved, a brand name exemption allows an agency to specify one brand name only in a procurement and to eliminate bids for any alternate or substitute property. Brand name exemptions are at the discretion of the DOP Administrator. In the interest of transparency, DOP is offering suppliers the opportunity to review this requested exemption and provide relevant information. The decision remains discretionary, and suppliers have no right to appeal the Administrator’s decision. Suppliers are invited to provide information that may help the DOP Administrator make a decision regarding this brand name exemption. Please review the Agency’s request, attached in the Buyer Attachment section of IPRO. You are invited to provide information that may help support or contradict the claim that the named brand is the only brand that can meet the agency’s business needs. Submit your information by attaching it in the Supplier Attachments section of IPRO and submitting your response or emailing contact@example.gov. To be considered by the Administrator, all information must be submitted prior to the closing date and time listed in IPRO.

Solicitation # 5728
The State of Idaho, specifically the Idaho State Police (ISP), is soliciting quotes under RFQ 5728 for specialized biannual cleaning and preventive maintenance of communications consoles, control rooms, and server room areas. Services are to be performed on-site at two locations: RCC South in Meridian and RCC North in Coeur d'Alene. The scope of work includes dusting and cleaning computer towers, monitors, keyboards, wiring, and other horizontal surfaces using low-scent cleaning products and HEPA-filtered vacuum equipment designed to minimize noise. The contractor is required to provide a detailed service report or checklist after each visit and must ensure all personnel are professionally trained, uniformed, and have passed ISP background questionnaires and fingerprinting. The contract will be awarded to the lowest responsible bidder, with evaluation based primarily on the acquisition price, though the state may also consider discounts, supply location, and past performance. Bidders must submit Submittal Form A for background and certifications, Submittal Form B for pricing, and a reference sheet. Invoicing must be submitted to the Idaho State Police Accounts Payable office via mail or email upon completion of each service, including specific contract and service details. The contractor must maintain worker's compensation insurance and adhere to state-specific certifications regarding ownership and boycotts. All submissions must be processed through the Idaho e-Procurement System (IPRO) by the deadline of November 10, 2026.
