Body Armor and Ballistic Resistant Products (2025-2030)

The State of Colorado, through the NASPO ValuePoint Cooperative Purchasing Program, has established a five-year Master Agreement from 2025 to 2030 for the procurement of ballistic- and stab-resistant protective equipment, including body armor vests, helmets, shields, and related accessories. This agreement is available to state and local government agencies, institutions of higher education, school districts, counties, cities, the District of Columbia, U.S. territories, and other entities approved by individual state procurement directors, provided they comply with local laws. Eleven suppliers have been awarded contracts under this cooperative arrangement, and all products must meet the current National Institute of Justice standards—0101.06 and 0101.07 for ballistic resistance and 0115.00 and 0115.01 for stab resistance—along with ASTM E3347/E3347M for shields and ASTM E3368/E3368M for helmets. Products must be listed on the official NIJ Compliant Product List or ASTM Verified Products List before being included on the price list. The contract is awarded using a best-value trade-off method, prioritizing technical merit at 75% weight over cost at 25%, ensuring that higher-performing offers can be selected even with higher pricing. All goods must be delivered FOB destination, with the supplier responsible for pre-paid freight and in-facility delivery, not to loading docks or reception areas. Each item must carry a durable, permanent label including supplier name and location, model designation, NIJ and ASTM certification marks, manufacturing date, lot and unique serial numbers, brand and catalog information, care instructions, size, warranty period, and spaces for the purchaser’s property and asset identification. Serial numbers must be maintained in a traceable supplier database. Ballistic components require a minimum five-year warranty, while carriers require at least an 18-month warranty. Labels must remain legible and intact throughout the warranty period, and all fasteners must be color-matched or approved by the purchaser. Proposals are evaluated through a staged process: initial responsiveness, followed by technical and cost scoring. Offerors must submit required attachments including cost proposals, proposed modifications to the master agreement, and confidentiality claims if applicable, all submitted as a single zip file via email to a designated portal by the stated deadline. Participation requires a fully executed Master Agreement, adherence to NASPO ValuePoint terms, and acceptance of no redlines unless formally justified
