Solicitation SPE4A6-27-T-0456 is a fixed-price contract issued by the Defense Logistics Agency Weapons Support ASC Commodities Division for the procurement of 76 actuator bolts (NSN 5306-00-238-1074). The requirement includes a First Article Test (FAT) for one unit. Delivery is required within 846 days after order, with a need ship date of August 9, 2026, and a final required delivery date of November 15, 2028. Items are to be delivered FOB Origin to DLA Distribution Warner Robins in Georgia. The contract mandates strict quality and technical standards, requiring manufacturers to comply with SAE AS9003 or ISO 9001. Inspection and acceptance occur at the origin, utilizing zero-based sampling plans per MIL-STD-1916 or ASQ H1331. Packaging must adhere to ASTM D3951 and RP001, while marking and labeling must follow MIL-STD-129. Due to the nature of the technical data, offerors must possess an approved US/Canada Joint Certification Program (JCP) certification to be eligible for award, as the data is subject to ITAR or EAR export controls. Administrative requirements include the use of Wide Area WorkFlow (WAWF) for invoicing and payment. The solicitation provides a price evaluation preference for certified HUBZone Small Business Concerns. Additionally, contractors must comply with the Buy American Act, the Berry Amendment, and NIST SP 800-171 cybersecurity assessment requirements. All quotes should be submitted via DIBBS, with offerors encouraged to provide quantity ranges to accommodate demand volatility.
