The contract involves the procurement of 92 close tolerance bolts under NSN 5306-01-033-2663, with a delivery requirement of 54 days from the need ship date of July 20, 2026, to be delivered to Tinker AFB, Oklahoma. The item is subject to strict export control under ITAR or EAR, prohibiting any disclosure to foreign persons without prior authorization from the Department of State or Commerce, and requires contractors to hold a valid US/Canada Joint Certification Program certification, complete DLA’s export control training and questionnaire, and receive explicit approval from DLA to access the technical data. Packaging and marking must adhere to MIL-STD-129 for labeling and barcoding, ASTM D3951 for commercial packaging, and RP001 for palletization, with the DLA Master List of Technical and Quality Requirements taking precedence. Hazardous materials must be labeled in accordance with 29 CFR 1910.1200, while radioactive materials require additional identification per MIL-STD-129. The contract mandates compliance with CMMC Level 2 cybersecurity requirements and includes clauses for safeguarding covered contractor information systems, changes to fixed-price contracts, subcontracting, inspection at destination, and default provisions. Payment must be processed through WAWF using the Invoice and Receiving Report combo for fixed-price deliverables, and the contractor assumes all risk of loss at origin under FOB Origin terms. The solicitation, issued by the DLA ASC Commodities Division, requires electronic submission via DIBBS by May 26, 2026, and includes representations for small business status, UEI and CAGE codes, and affirmative disclosures for covered defense telecommunications equipment. The contract type is unspecified, and pricing details remain incomplete in the solicitation, with unit price and extended price fields either missing or improperly populated, making the total contract value unverified. Special requirements include mandatory use of U.S.-flag vessels for ocean transport unless a waiver is secured at least 45 days in advance. All documentation, including material safety data sheets, hazard labels, and compliance certifications, must be submitted per DLA specifications, and contract administration responsibilities including the appointment of a COTR and COR will be finalized upon award.
